What Exactly is SwimSafer?
SwimSafer is a nationally-approved water safety program exclusive to Singapore. It was first created in 2010 by the National Water Safety Council, also known as NWSC. This council was a part of the Ministry of Community, Youth, and Sports in 2010, and was dedicated to creating an extensive and well-planned training program for children of all ages and backgrounds.
The SwimSafer program is dedicated to separating each type of swimming safety learning into six distinct stages, with each stage progressing through more advanced techniques and features. Each stage is approximately 12 hours long, and provides lessons that teach survival and activity skills.
Each child receives a reward in the form of a certificate and a badge upon completion of each stage. The certificate will list their specific achievements. Once they complete stages 4 through six, which are also known as the bronze, silver, and gold stages, they will receive a colored pin in addition to the other awards.

Stage 1 is known as the entries & exits stage, which teaches young children the different ways to safely enter the water. They will be taught to use a slide-in entry technique as well as the convenient ladder attached to the pool edge.
They will also learn how to save themselves from a face-down float. They can also learn to move their bodies into a standing position in the water. They will use these skills to practice recovering from back floats, front floats, or glides.
During stage 1, the children will be submerged up to the waist in water. They will also be taught to open their eyes and blow bubbles underwater. They can also move forward and backwards in a simple swim stroke, learning how to survive by supporting their body in an upright position and call out to an adult for help in distress.
Once children and students progress to stage 2, they will learn how to scull in an upright position for several seconds. After perfecting the basic entry and exit skills, they will be taught to search for and recover an object under the water at chest-high water depth.
After mastering item recovery, they will be asked to swim 25 meters with any kind of stroke. They will also be taught the specifics of the breaststroke, backstroke, and the “survival” backstroke.
Lastly, they will be taught to swim while wearing clothing for up to 15 meters, demonstrating that they can survive with extra weight on top of them. In this stage they will also learn flotation survival techniques and how to fit a PFD and jump and swim in the water.
Stage 3 incorporates more swimming and deep water activities as children reach the halfway mark in the SwimSafer program. They will learn how to perfect their sculling techniques at a horizontal position. They will also learn how to change their directions on command, being able to go forward or reverse at will.
Next, they will be taught to swim through hoops at chest-deep water levels. The hoops will be about 2 meters apart, teaching children to swim at greater lengths and overcome these obstacles. They will then be asked to swim continuously for 50 meters using any kind of swim stroke. Afterward, they must complete 25 meters with a breaststroke and 25 meters using a backstroke or a survival backstroke.
Children will improve upon their learning when it comes to swimming with clothes on and learning to fit a PFD in the water. They will practice jumping in and out of the water as well.
Stage 4 (Bronze)
Children will begin the bronze stage by entering the water with a compact jump. This demonstrates how far they’ve come in their SwimSafer progress, and how close they are to finishing. This should be a celebratory moment! In the final three stages, children will be encouraged to learn more strengths and gain more survival skills for all types of water scenarios.s
They will start somersaulting in the water, both backwards and forwards. This is a demonstration of swimming skill and a fun way to show that they have been learning different ways to safely navigate in the water. They will be asked to search for and recover an object in a 1.5-meter deep pool. They will even dive feet-first from the surface.s
They will swim 100 meters using a front crawl, breaststroke, backstroke, and survival backstroke. They will wear swimwear and other clothing and swim for three minutes straight to demonstrate their knowledge of survival skills.
Stage 5 (Silver)
Stage 5 shows that kids have really learned a lot by teaching them a crouching dive entry into the pool. They will automatically learn certain survival skills, such as how to keep their faces above the water for a minute while sculling.
Next, they will demonstrate their movement abilities in the water by swimming through hoops about 3 meters apart, on the bottom of a 1.5-meter deep pool. They will then swim for 200 meters continuously, using a variety of different strokes and swimming techniques that prove efficiency and survivability in all types of water.
Lastly, they will be asked to wear long sleeved shirts and pants over their swimwear so they can learn how to survive and hold themselves above the water while wearing heavy clothing. They will be taught how to wave for help and signal distress while they tread water, as well as how to climb out of the water at the edge.
One of the most unique parts of this stage is that the children will learn how to rescue a person from safety, using a buoyant aid and a form of life saver about 15 meters away. This will teach them how to recognize an emergency and properly get help.
Stage 6 (Gold)
Starting out with a standing dive, this is the stage where children will learn the most advanced skills for survival. They will be asked to hold their face above the water for 60 seconds, using their legs to tread water. They will have to recover an object underwater, almost 2 meters in depth. They will swim 400 meters with a variety of strokes, including the front crawl, backstroke, sidestroke, and breaststroke.
They will have to survive and get out of the water while wearing a full outfit of clothing, including shoes and socks. The teachers will simulate an underwater escape from a sinking boat, surrounded by oil. Children will learn how to escape dangerous situations and safely recover themselves and others from the water. They can learn to remove their clothing underwater and rescue a person from 10 meters away. This is the final stage before the child passes the course and receives the highest level of certificate and reward.
